I believe the IOS version- the files are just there. I forget the exact issue- I want to say some of the files didn't extract correctly

obb (this is on android) - any modding can be done by extracting (unzipping) them to a particular directory- I tried doing this a while ago without success. I have not tried (very hard)- the way the game runs is kind of weird- their is a file on my phone called with an extension. you can look through this thread to find and see if you can find out how this was done.

If you are unwilling to do the above- I do recall someone in the modding section posting up there save and someone had a mod or whatnot that was able to determine where the missing package was. click on the small pic to see a blown up pic of the location.

Print out the map with the numbers- play the game next to a PC and click on the package numbers to see a pic of it. I urge you to go through the list one more time using a list with pictures of each package and mark each them off when you are ABSOLUTELY sure you are looking in the correct spot. The one behind the malibu- the list I used said it was in the lot behind the Malibu- I checked there each time- not behind the little wall behind the malibu. It has been 10 years since this happened to me (on PS2) and I still recall vividly the 2 I missed (I found by starting a new game, going through the list and finally coming to one that wasn't where I'd looked previously)- the one by the water behind Phils place- it is behind the pylon and you can't see if you approach from the east. If you still want the packages- what has likely occurred (this has happened to me and many others) is that each time you have gone through the list- you looked in the wrong spot for one of your packages and each time you went through the list, you looked again in the wrong spot. If you complete BOTH of the above- it will also spawn at the helipad in ocean beach (south end)- it does not matter which order you do the above. It will spawn at the army base if you EITHER collect all hidden packages OR Complete the story. If you just want the hunter helicopter- you can also get it by completing the story. There has been no reported specific glitch on here for the ipad or any other version.
